HOW BANGLADESHI WOMEN ARE PREPARED AND TRAINED FOR POLICING
INTRODUCTION
The history of Bangladesh police is as long as the history of local community and social life. However organized public professional policing in the form we would recognize today commenced almost 250 years ago.
Police system of Bangladesh is based on the 1861 police Act was designed to meet the normal problem of law and order, but with changing scenario the police in Bangladesh are equipping itself with latest techniques and skills to meet the new challenges.
Today Bangladesh police,  headed by the Inspector General of Police, under the general supervision of the Ministry of Home Affairs, has over  1, 23,000 staff members.
The vision of Bangladesh Police is ‘to provide services to all citizens and make Bangladesh a better and safe place to live and work’.
This is to be achieved through a five points of mission.

  • To uphold the rule of law;
  • To ensure safety and security of citizens;
  • To prevent and detect crime;
  • To bring offenders to justice; and
  • To maintain peace and public order.

In order to achieve its objectives, the agency is structured into the following branches;

  • District Police Administration
  • Criminal Investigation Department (CID)
  • Special Branch (SB)
  • Railway Police
  • Metropolitan Police
  • Armed Police Battalion ( APBn)
  • Ranged Reserve Force (RRF)
  • Rapid Action Battalion (RAB)
  • Highway Police
  • Police Training Institutions

 

WOMEN IN BANGLADESH POLICE
Although the history of Bangladesh police is so long but the women in Bangladesh Police is not so long.
Twelve women police were appointed in special branch in 1974 for the first time to investigate and to detect female professional fraud, local and international smuggling and anti-social activities by prostitutes in hotels of wealthy people.
1976, March women were directly appointed as Sub-Inspector (SI) Assistant Sub-Inspector (ASI) and constable in the subordinate ranks of Bangladesh Police.
In 1978, women police were appointed in Dhaka City.
In 1986, only one woman BCS cadre police officer Ms. Fatema Begum appointed as Assistant superintendent of police (ASP). Ms. Fatema Begum is the pioneer of women as BCS cadre officer in Bangladesh police. Now she is Deputy Inspector General (DIG) Bangladesh in Police. After 1986, women as BCS cadre police officers are appointed in 1988, 1999, 2001, 2003, 2005 and 2006.
Nowadays women police of various rank are appointed in different units Bangladesh Police like CID immigration, district police etc. They are working in all units of Bangladesh police. In Bangladesh there is no discrimination between men and women police officer. All officers are equally treated by their designations.  Women police also work in police departments of other cities of Bangladesh.
As members of Bangladesh police women are very much concisions and responsive to achieve the mission, objectives of the service. Police women of Bangladesh emphasized on achieve the quality of perfect police officer. Which are invisible in word ‘Police’-elaborate the word it says a police is a person who is:

  • P-police   -           Police is a disciplinary force. So all members of this force is no
    doubt disciplined. Politeness is a part of discipline
  • O-obedient         -           Obedience is another phenomenon of discipline. They should be
    to the superior, to the forces, to their commitment of the                                   service the society and the nation
  • L-loyal       -           The police force and its executives are constitutional, and to
    safe guard the constitution, the force should remain loyal to
    constitution
  • I-intelligent                      To face criminal, remain obedient and loyal to the society,
    nation and constitutional commitment, the police personal
    must interact with much diligence and intelligence. So police
    personal must have required intelligence
  • C-courageous    police Personal always work within the dangers, painful,
    hazardous environment. To tackle an adverse situation, police

have to show the great courage and elimination.

  • E-efficient                        Efficiency means the ability to work well and without wasting
    time or resources and produce desired result. An efficient
    person does the right things at right time within the shortest
    possible duration. So long, one remains alive, a society exits, a
    nation goes developing, efficient plays the vital role in every
    perspective. Therefore, a police person must be very efficient to
    cope up with the challenges coming next.

Right now, policing is considered ads a service rather than a force. It is hardly possible to get a service, which can serve the people more than of police. Only these Police personnel engage themselves for countrymen 24 hours a day 7 days a week. Police personnel offer their service for 16 hrs physically and 24 hours mentally while others do for 8 hours.
When people engage themselves in sleeping with sweet dream, police play role of safe guard of the society
Police personnel perform their duties with most hazardous situation even knowing that their dearest family members never can see them alive again. As many casualties of police service have been taken place every year.
RECURITMENT PROCEDURE AND TRAINING IN BANGLADESH POLICE
Every member of police service has to undergo tough training, which includes physical and academic side. Rigorous and hard training make them physically fit so that they can do the job for a longer period. At the same time they have to know the law to perform the job within the legal frameworks.
Nowadays Bangladesh Police recruit the personnel in three phases:

    • Rank of Constable
    • Rank of Sub-Inspector
    • Rank of Assistant Superintendent of Police

Promotion and training procedure are different in each rank. There is different training institution to train up the appointed police personnel. They are

These training institutions provide training to the all police personnel in their respective field of operation. The purpose is to make the personnel more productive in term of output and management to the department. The objective of training is also to reorient the participants to desired directions and to face the challenges of rapidly changing adverse conditions.
All officers who are directly appointed undertake the prescribed course of instruction at Police Academy as laid down in the Bengal Police Training College Manual -1936 as per Police Regulation for Bengal-1943, rule-789 which is a general training rule for all newly appointed police personnel. Bangladesh Police Academy, Sardah, Rajshahi and 04 Police Training Centre provides Basic Training. Other institutions provide professional training to the police personnel.
But there is not different training manual for women officer in Bangladesh police. All officer man or woman has to undergo a Basic Training and other professional training as applicable for male officers, which are as follows:

  • Basic Training (All directly appointed police officers)
  • Practical Training (All directly appointed police officers)
  • Foundational Training (Only of BCS cadre officers)
  • Professional Training (All rank of Police officers)

RECRUITEMTN PROCEDURE AND TRAINGING FOR RANK OF CONSTABLE
According to Rule-746 of Police Regulation of Bengal 1943, constables are recruited through the following process:
Generally the women who have completed secondary school certificate (SSC) and age is under 21 can apply to be a police constable. She also has to full-fill the requirement of standard height, chest measurement and physically faintness.
Selected candidates have to attend a physical test, written test and viva-voice in district level. After pass these steps she has to complete 06 (six) months long Basic Training in Police Academy or any other Police Centre-Tangail, Khulna, Laxmipur and Rangpur.

B) Practical Training - After the successful completion of Basic Training as recruited constable send to different Police units as Probationer. The period of probation for constable is two years. During probation period they get opportunities to perform duties of Police and practical training of policing.
Probationer Sub-Inspectors have to complete 24 (Twenty Four) months long practical training as per Police Regulation for Bengal-1943, rule-791 which are shown below:

            Successful completion of her/his probation they are posted in different units as a Sub-Inspector. During service period of Sub-Inspectors get different professional training upon investigation, immigration, crime detection, human rights traffic control system it may be home or abroad.
With satisfactory performance Sub-Inspector may achieve reward and promotion to Inspector, Assistant Superintendant of Police and so on.

 

 

APPOINTMENT PROCEDURE AND TRAINING FOR RANK OF ASSISTANT
SUPERINTENDANT OF POLICE
Public Service Commission (PSC), recruits persons for BCS (Police) cadre as par article 29(3) of our constitution of the Peoples’ Republic of Bangladesh and the Police Regulation for Bengal-1943, rule-733.
Every civil servant is recruited to the service in accordance with BSC recruitment rules 1981, appointed on probation for period of two years. The Government Servant Conduct Rules 1979, Discipline and Appeal rules 1985 are made applicable to the probationers for their conduct and discipline, during their probation period.
Generally the women/men who wanted to be a police officer as Assistant Superintendant of Police, has to complete graduation degree from any recognized university, age not more than 30 years. She has to attend preliminary test, written test, viva-voice, psychological test and viva-voice under the Public Service Commission of Bangladesh.
The probationers during their training period is expected to be sound in mind and character, otherwise he will be removed. The probationers as per rules have to complete two years of probation to the satisfaction of the government. The appointed ASP’s have to go Bangladesh Police Academy Sardah, Rajshahi, Bangladesh 01 (one) yearlong Basic (physical and academic) training completion as Probationer Assistant Superintendant of Police.
The training program of the ASP (Probationers) is a comprehensive one which is divided into three different phases:

  • Basic training course
  • Practical training
  • Foundation training

Police training, Organization and administration, Human rights. Public speaking and debate and lesson of responsibilities and duties of police and law and order related other national and international issues.
  • Outdoor Physical training -  Which is a rigorous part of basic training and includes-
    • Drill and parade                   -Foot drill, Squad drill with and without arms, Platoon drill and
      command and Riot drill etc.
    • Fire arms exercise    -Rifle exercise and command, Bayonet fighting
    • Field crafts
    • Musketry
    • Obstacles
    • Equitation
    • Unarmed combat
    • Road march and run
    • Driving
    • Games
  • Practical Training in District – After successful completion of Basic Training as probation Assistant Superintendant of Police at Bangladesh police academy, Sardha, Rajshahi, the probationers are sent to the district Police as Probationer to make the program of training complete, meaningful and useful one. The period of probation in district for Assistant Superintendant of Police is 06 months. It makes the probationer feel and know the interface between theory and practice. This type of training provides an opportunity to the probationers to get a firsthand knowledge of problems faced at the district level Policing.

      Successful completions of probation Period Probationer ASPs posted in different units of Bangladesh Police as an Assistant Superintendant of Police. During service period Assistant Superintendant of Police are trained in different Professional training upon investigation, immigration crime detection, human rights, traffic system and various specialized trainings in home and abroad, Such trainings enrich the knowledge and proficiency of officers.
(c) Foundation training – As member of Bangladesh  civil service have to impart foundation training at Bangladesh Public Administration Training Centre (BPATC), Savar, Dhaka. The foundation course is designed with the view of providing basic essential knowledge of constitution and laws of the state which are necessary for an administrator of any field. The curriculum of foundation course includes such subjects as law, public administration, economics, management, behavioral science, history and culture of Bangladesh, globalization, Human rights and contemporary issues which can increase capabilities in the civil servants to overcome the challenges of the century.

CONCLUSION
The Government of the Peoples’ Republic of Bangladesh and Bangladesh Police department emphasis on proper training of the officers.  So new and current demanded issues are included in professional training sector for Bangladesh police to defeat the upcoming challenges towards policing. The objective of training of Bangladesh police to make the service and personnel enough strong and efficient to prevent the modem crime and criminally of 21st century. The term “Training” is a process of conscious, deliberate and planned efforts aimed at developing a particular type or types of attitudes, aptitudes, traits, skills, expertise or orientation in the training. It is rightly remarked that training is an organized effort to increase the capabilities of individuals and modify their behavior in order to achieve predetermined objective and to meet the challenges of changing and perceptions. So Police officers are always keeping undergoing training programs to provide extreme, effective and prompt service to the nation, by maintaining law order situation, responding to public demand preventing and detecting crime and criminality.
