DRAFT FOR CONFERENCE

 

 

"Whoever performs good deeds, whether male or female and is a believer, We shall surely make him live a good life and We will certainly reward them for the best of what they did" (Quran 16:97).

 

We, the participants of the first International Islamic Police Women’s Conference held in Kabul, Afghanistan,

Committed to a secure, stable, free, prosperous and democratic civil society,

Noting the rights of all citizens - men and women - to the Sharia, principles of human rights, and the rule of law,

Welcoming the progress made by our governments to build effective and professional national police forces, while at the same time fighting against terrorism,

Committed to the efforts of creating a lasting peace and security with a view to offering all citizens in an equitable manner tangible prospects for a brighter future,

Recognizing that the participation of Muslim women in national police forces is increasing worldwide, especially in Islamic countries,

Promise:

1)     To raise awareness and understanding of issues affecting women within the police services and law enforcement;

2)     To facilitate and contribute towards discussion on issues of concern to both male and female police officers;

3)     To provide wherever possible the female perspective on policing;

4)     To work towards equal representation of men and women within every layer of the police organization in Islamic states;

5)     To exchange best practices within the police and/or law enforcement organizations;

6)     To play a role in the continuous professional development of all women police;

7)     To encourage international research and training in order to assist both female and male police officers in the Muslim world;

8)     To promote cooperation between countries with Muslim populations;

9)     To establish cooperation with related organizations world wide.

Furthermore, we agree:

1)     That governments should include a policy to recruit women into the police;

2)     That security and the rule of law are dependent on the contribution of the female population’s participation in all levels of state activity;

3)     That further efforts to recruit more women into the police is necessary for the full establishment of the rule of law and a functioning judicial system.

 

Therefore, be it resolved that:

 

Recalling commitments of member countries to comply with all international conventions and treaties members are a party to regarding women rights, and

Acknowledging the United Nations Security Council Resolution 1325 of 2000, which reaffirms “the important role of women in the prevention and resolution of conflicts and in peace-building,” and stresses “the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security, and the need to increase their role in decision-making with regard to conflict prevention and resolution,”

The participants of this conference declare their intention to seek the approval of their respective governments in order to form an international association of Islamic police women and to convene another international Islamic Police Women’s Conference at a future date.

 

On this basis reaffirm that:

The Delegates of this first International Islamic Police Women’s Conference held October 21-25, 2007 in Kabul, Afghanistan shall continue to work toward establishing security and the rule of law by including Muslim women’s participation in police and security forces to help create and maintain secure, peaceful and stable nations, in their rightful place in the international community of free nations.
